Fair Usage Policy

Effective Date: 27 June 2026

At HDC, we are committed to providing fast, reliable, and high-quality mobile connectivity for all our customers. Our Fair Usage Policy (FUP) helps ensure that everyone enjoys a consistent service by preventing excessive or abusive use of the network.

This Policy applies to all HDC data plans and forms part of our Terms and Conditions.

What is Fair Usage?

Our data plans are designed for normal personal use on smartphones, tablets, and other compatible devices.

Most customers will never be affected by this policy. Fair Usage measures are only applied where data usage is unusually high or used in a way that may negatively impact network performance or other customers.

Unlimited Plan Data Allowance

Our Unlimited Plans include:

  • 3GB of high-speed data every 24 hours
  • After 3GB has been used, your connection speed will be reduced to up to 1Mbps for the remainder of the current 24-hour period.
  • Your 3GB high-speed allowance automatically resets every 24 hours, restoring full-speed data.

There are no additional charges once you reach your daily high-speed allowance, and your service will remain connected.

How Fair Usage Works

Our Unlimited Plans are designed to provide generous high-speed data while ensuring a reliable experience for all customers.

Each Unlimited Plan includes 3GB of high-speed data during every rolling 24-hour period.

Once your daily high-speed allowance has been reached:

  • Your mobile data service will continue without interruption.
  • Your connection speed will be reduced to up to 1Mbps.
  • Reduced speeds remain in effect until your current 24-hour usage period ends.
  • Your full-speed 3GB allowance automatically refreshes every 24 hours, with no action required.

A speed of up to 1Mbps is suitable for many everyday online activities, including:

  • Browsing websites
  • Email
  • Instant messaging
  • Social media
  • Navigation and maps
  • Music streaming
  • Standard-definition video streaming

Higher-bandwidth activities such as HD or 4K video streaming, large downloads, software updates, cloud backups, and online gaming may be slower while reduced speeds apply.

What is Considered Excessive Use?

To ensure the best possible experience for all customers, the following activities are considered outside normal personal use:

  • Using the service as a permanent replacement for home or office broadband.
  • Operating commercial Wi-Fi hotspots.
  • Running servers or hosting internet services.
  • Continuous unattended downloads.
  • Automated cloud backups or synchronisation.
  • Large-scale file transfers.
  • Peer-to-peer (P2P) file sharing or torrenting.
  • Commercial resale or redistribution of the service.
  • SIM farming or using multiple devices to bypass plan restrictions.
  • Any activity intended to manipulate or circumvent network management policies.

Network Management

To maintain a reliable service for all customers, HDC and its network partners may apply reasonable traffic management measures where necessary.

These may include:

  • Temporary speed reductions.
  • Network prioritisation during periods of congestion.
  • Restricting specific protocols or services that generate excessive traffic.
  • Temporary suspension where abnormal or abusive usage is detected.

These measures are only used where necessary to protect overall network performance.

Fair Usage Does Not Affect Normal Use

Typical everyday use is unlikely to trigger Fair Usage measures.

Examples include:

  • Web browsing
  • Email
  • Messaging apps
  • Video calls
  • Social media
  • Navigation
  • Music streaming
  • Standard-definition video streaming

Most customers using their service for normal personal activities will never notice any Fair Usage restrictions.

You must not use HDC's Services to:

  • Break any applicable law or regulation.
  • Commit fraud or other criminal activity.
  • Upload or distribute illegal or harmful content.
  • Transmit malware, ransomware, viruses, or malicious software.

  • Share or transfer your account to another person.

Breach of this Policy

If we reasonably believe this Fair Usage Policy has been breached, HDC may, without prior notice:

  • Reduce connection speeds.
  • Restrict or suspend access to the Service.
  • Terminate your account.
  • Remove access to affected Services.
  • Report unlawful activity to the appropriate authorities where required.
  • Take legal action where appropriate.

Customers whose service is suspended or terminated for abuse or breach of this Policy are not normally entitled to a refund.

Important Information

  • The 3GB daily high-speed allowance applies to all Unlimited Plans unless otherwise stated.
  • Usage is measured over a rolling 24-hour period.
  • Once the daily allowance has been reached, speeds will be reduced to up to 1Mbps until the allowance automatically resets.
  • Fair Usage limits may vary where required by local mobile network operators or regulatory requirements.
  • HDC reserves the right to update this Policy from time to time. Any changes will be published on our website.
